Deutsche Bank has received a Regional Headquarters (RHQ) license from the Ministry of Investment of Saudi Arabia (MISA).
Based in Riyadh, this new hub will serve as a central platform for regional management, strategic decision-making, and corporate functions across the Middle East.
Securing this license supports the bank’s operations in corporate banking, investment banking, and wealth management.
This expansion aligns directly with Saudi Arabia’s Vision 2030 strategy to strengthen the country’s position as a leading regional financial hub.
The regulatory approval coincides with Deutsche Bank’s 20th year in Saudi Arabia.
Operations began in 2006 when the bank opened its Riyadh branch under a full commercial banking license regulated by the Saudi Central Bank (SAMA).
As Deutsche Bank’s third legal entity in the country, the regional headquarters joins Deutsche Securities Saudi Arabia, a firm established in 2007 and regulated by the Capital Market Authority (CMA).

“Saudi Arabia and the Middle East are a key growth market for Deutsche Bank, and receiving this regional headquarters license marks an important step towards realising our strategic business expansion targets,”
said Jamal Al Kishi, Chief Executive Officer for Middle East and Africa at Deutsche Bank.
Al Kishi added that regional presence will help connect Saudi and regional clients to opportunities in Europe, Asia, the Americas, and Africa, while attracting foreign direct investment into Saudi Arabia and other regional markets.
