Dubai’s Virtual Assets Regulatory Authority (VARA) and Securitize Corp. (NYSE: SECZ) have signed a Memorandum of Understanding (MoU) establishing a framework for collaboration to support tokenisation and digital asset infrastructure across the Emirate of Dubai.
The MoU is a broad cooperation framework rather than the announcement of a specific tokenised product or technology stack, a VARA spokesperson told Cointelegraph.
The spokesperson said no concrete projects will be announced at this stage, and that the intention is to combine VARA’s regulatory perspective with Securitize’s experience in institutional tokenisation to identify where collaboration can support the development of trusted, regulated tokenised markets in Dubai.
Under the MoU, VARA and Securitize will explore support for tokenisation initiatives within Dubai, including projects initiated or facilitated by VARA and the wider virtual asset ecosystem.
The collaboration also covers ecosystem development, talent attraction, market education, data-driven research and the evolution of tokenised financial products operating within Dubai’s regulatory framework.
Carlos Domingo
“Dubai has established itself as one of the world’s most forward-looking jurisdictions for digital asset innovation,” said Carlos Domingo, Co-Founder and CEO of Securitize.
“As tokenisation moves from concept to mainstream financial infrastructure, collaboration between regulators and industry becomes increasingly important.”
Matthew White
“Dubai’s ambition is to ensure the future of financial markets will be shaped not only by new technologies, but by the regulatory frameworks and market infrastructure that give institutions the confidence to adopt them,” said Matthew White, CEO of VARA.
The agreement follows VARA granting its 50th virtual asset service provider licence, to tokenisation platform Tribe Tokenisation FZE, in early July 2026.
Securitize, backed by BlackRock, currently leads the global tokenisation market with US$4.9 billion in tokenised assets under management, ahead of Ondo Finance at US$3.5 billion, according to Crypto Economy.
