The Registration Authority (RA) of Abu Dhabi Global Market (ADGM) has published guidance on crypto mining.
Under the ADGM crypto mining guidance, mining is a licensed business activity, not a financial service.
The RA issued the guidance under section 23 of the Commercial Licensing Regulations 2025. It applies to firms that mine in ADGM and to those that run mining from it.
Each firm needs a dedicated licence, listed as business activity code 7230. The guidance is neutral on technology and covers Proof-of-Work, Proof-of-Stake and future methods.
Before they apply, firms can complete a self-assessment. This shows whether their work counts as mining or falls under ADGM’s Financial Services Regulatory Authority (FSRA).
Firms must disclose how they are structured and who owns them. They must also share the wallet addresses that receive their mining rewards, which the RA will keep private.
Oversight is based on risk and scaled to the size of each firm. For head offices in ADGM that run mining in other countries, the RA will apply reasonable oversight.

“We are giving operators a clear commercial licensing pathway, proportionate supervision calibrated to scale and risk, and certainty on where the regulatory perimeter resides,”
said Rashed Al Blooshi, CEO of the Registration Authority at ADGM.
This is the first phase of the RA’s work on crypto mining. In a second phase, it plans to draw up a regulatory framework and will consult the market in due course.
Earlier this year, the RA held an eight-week public consultation on its plans. ADGM said the feedback helped shape the final text.
