Qatar Central Bank (QCB) and Euroclear will set up an international settlement link for Qatari government bonds and sukuk.
Under the arrangement, these instruments will become Euroclearable, opening the domestic debt market to a broader global investor base.
Investors worldwide will be able to access and settle eligible conventional government bonds and sukuk denominated in Qatari riyal.
Settlement will run through Euroclear Bank, Euroclear’s international central securities depository.
Euroclear Bank will act as issuer CSD, while Edaa, the Qatar Central Securities Depository, will serve as investor CSD for local investors. QCB will act as issuer and paying agent.
For issuers, the link offers access to a broader and more diversified pool of capital.
Both organisations expect it to boost liquidity, improve market efficiency and deepen international capital flows into Qatar.
The initiative supports Qatar’s Third Financial Sector Strategy and the Third National Development Strategy 2024-2030.
These strategies aim to build a more innovative, efficient and globally connected capital market.
It forms part of wider efforts to further integrate Qatar’s financial markets into the global financial system.

“Qatar’s continued development of the government securities market reflects our commitment to fostering a deeper, more efficient and resilient capital market,”
said H.E. Sheikh Ahmed bin Khalid bin Ahmed Al Thani, Deputy Governor of QCB.

“By making Qatari government bonds and sukuk Euroclearable, we are helping to simplify market access, enhance liquidity and strengthen Qatar’s appeal to global investors,”
said Valérie Urbain, Chief Executive Officer of Euroclear.
